- Desalination to improve the soil through flushing with fresh water and planting hardy plants
- Dividing the polder land into economic units
- Infrastructure is laid out
- People are settled in villages.
- Farming activities began with spreading of soil to improve fertility
- Addition of fertilizers to the soil
